Ravenna Mayor Estine Tipton brought the meeting to order at 6 p.m., and the first topic of discussion was the building damage caused by the March storm. A significant amount of damage was done to the city hall roof, but the insurance money has already arrived and things are well underway to make the needed repairs.
Resolution Disaster Mitigation Act of 2000 (DMA 2000) was presented to the council for a first reading. The resolution is a set of guidelines that should be used in the event of any disaster to ensure that all citizens affected by said disaster will receive the help they need in a timely manner. There will be a second more detailed reading of DMA 2000 at the May 2017 council meeting.
The council was also presented with the first ordinance of this fiscal year. Ordinance 17-01 stated that there would be a council of five people established to make decisions on the spending of the late Charles Vanhuss funds. The council consists of Mayor Estine Tipton and four Estill County citizens; Larry Stewart, Richard Snowden, James Hill, and Michael Wilson. At the request of the late Vanhuss, an amount no greater than $25,000 may be spent in one year. Funds should be spent for special projects, festivals, beautification projects, or other ventures that will promote the City of Ravenna.
Vanhuss also stated in his will that none of the money be spent on any general fund expense or recurring city expenses. There will be a second reading of the ordinance at the next meeting.
